Determine what your site is going to eventually look like. Is it a simple information site? Do you want to have forum pages where people email back and forth? You probably would need a large banwith to handle your customers. Are you large enough to warrant your own server? Do you want them to provide maintenance if your server goes down? If you are going to place your server there, is it close enough to get to if there is a problem? Do you want them to maintain your site?

Think about whether you enjoy talking to this person and if you communicate well with them and can you get in touch with someone if your site goes down? If not, you may want to go with someone else. Compare and evaluate plans
Now that you know your needs and you have quotes from companies evaluate if your needs are met there. Does the price work for you, is the bandwith suitable for your needs and is it reliable, will they give you customer support, does the location make a difference to you and will they be easy to reach if your site goes down?
